The predicted load is the zone load without respect to what is delivered to the zone through the terminal units (e.g., lights, equipment, solar, etc.). If the terminal unit has a non-zero minimum stop, then air is always blown into the zone (when active) and may need to be tempered to avoid overshooting the heating set point temperature. Hint - a terminal unit with a minimum stop of 0% shouldn't have this problem.
