Cooling and heating setpoint ("...ClgSetp" and "...htgSetp") are found in your Schedules>Schedules tabs. The schedules are then assigned in your Thermal Zones tab under the Cooling/Heating Thermostat Schedule columns. This is where you set hourly setpoint values. The default schedules incorporates setbacks, so if you want them constant, hover your mouse over the schedule segments and type the setpoint value you want. The following video might be helpful starting at 4:45 here. This also shows how to change values as I described and by grabbing and dragging schedule segments to the value that you want.
