The EER you are referencing is actually a metric (SI) version of EER and is expressed in W/W. To remove the fan I would suggest you use the equation:

COP= (EER + R) / (1 - R)

"Where R is the ratio of supply fan power to total equipment power at the rating condition. Typical values of fan power ratio R for a commercial rooftop unit vary from about 0.05 to 0.17, depending on specific product design choices. For this analysis, a ratio of 0.12 is assumed as being representative of the broad class of products" (PNNL-20405)

For EER that is Btu/W the equation above would be expressed as:

COP= (EER/3.413 + R) / (1 - R)

Computing the value for R for the specific piece of equipment is best.
