The OpenStudio model looks for the weather file in the model directory, of the same name in the same location, under the files folder. If you don't have that directory, folder, and weather file, you will get this warning. Typically, you will want to use File - Save As to move models because it will then bring the files folder (along with the other folders) and thus the weather file with it.
