It is not clear to me if you are discussing your own file, or the example file called HeatRecoveryElectricChiller. The example file does not really have a boiler, the idea is to use the heating capability of the water heater to pick up the remaining heating that cannot be met by heat recovery. But this is in series, not parallel.

If you have constructed your own model with a boiler in parallel with the water tank and do not want to use the tank heater, then what you could do is move the boiler to be in series, downstream, with the water tank and use the operating scheme PlantEquipmentOperation:ComponentSetpoint to control the boiler. The boiler and water tank use side can be on the same branch.
