The curves for Coil:Cooling:WaterToAirHeatPump:EquationFit are not bi-quadratic. See the Engineering Reference, "Unitary Water-To-Air Heat Pump" for the equations.

There is a spreadsheet tool available to help generate these coefficients for water-to-air and water-to-water heat pumps, both the equation fit and parameter estimation types. See the Extras tab at energyplus.net then scroll down to "Additional Release Components". The link there will take you to the downloads area of the helpdesk, select Release_pieces then HeatPump WatertoWater WatertoAir Spreadsheets and Docs.
