Alternatively you can use a PlantLoop with a plant loop demand calculation scheme set to DualSetpointDeadband and then use a Setpoint:Manager:Scheduled:DualSetpoint on the plant outlet node.
This is the way the HVAC:Template:Plant:MixedWaterLoop seems to do it.
