The most common cause for an invalid outside boundary condition object is when there is a space in your model that has surfaces matched to another space, but the space is never put into a thermal zone. That space isn't exported to the IDF but the adjacent space still has a surface boundary conditions that refers to surfaces in the missing space. Look at the Unassigned Thermal Zone text in the screenshot on this post.
