I asked for some clarification on the component in my question Clarification of EnergyPlus OtherEquipment Impact on HVAC Loads.
You could set the equipment to turn on once a setpoint condition is met like zone air temperature is below a threshold. You can also use EnergyPlus's EMS system to calculate a schedule that controls the fraction (0 to 1 of system operation) or a variable that controls the design level (how much heating provided).
