My understanding is that the implementation in EnergyPlus is actually the 5 parameter model and the engineering reference is not accurate. As I recall the original engineering reference content was just a copy of old TRNSYS type documentation which was out of date at the time.
The shunt resistence is an input. The series resistence is calculated from the other inputs here https://github.com/NREL/EnergyPlus/blob/develop/src/EnergyPlus/Photovoltaics.cc#L1290
