If you have the data submetered by zone, or if you intend to model as a single zone, then yes. You can use the data you have (assuming it's in CSV format) as a Schedule:File object.

If you have the data submetered by zone, zone and end use (at least splitting out lighting and electricity), or if you intend to model as a single zone, zone (again assuming you have lighting and other electricity separately), then yes. You can use the data you have (assuming it's have, converted into in CSV format) format if necessary, as a Schedule:File object.

I'll admit I'm not 100% sure if this is a default option in OpenStudio so it may need a measure writing to include the Schedule:File.
