The setpoint manager (green icon) right after the district heating component is throwing OpenStudio into plant component setpoint operation scheme, but I don't think that makes a lot of sense for district heating. If you remove the setpoint manager after the district heating component OpenStudio will create a load based plant operation scheme that I think will work for you. To remove the setpoint manger click on the little triangle next to the green icon. Make sure you leave the manager on the plant supply outlet node.

All of that said, this still looks like an OpenStudio bug to me because component setpoint operation should still work on district heating. What version of OS is this? when I tried this setup in OS 1.8.0 and 1.9.0 it seemed to work fine for me.

Side note. OpenStudio 1.9.0 will still default an appropriate plant operation scheme for you like it always has, but you also now have complete control to override the default operation schemes using a Measure if you choose. We should get some examples posted soon about this new functionality, and it will also be made available in the UI soon.
