You have to take in account that EER most of the time refers to packet performance. It includes compressors plus fans. COP often refers to compressor performance only. The best way for my is to get the technical data from the manufactured. It will show you at full load consumptions for compressor and fans. So you can be sure that you are modeling correct. For the part load you have to use the part load curve.
