Aaron, you are probably aware of this, but for others who come across this question, the ASHRAE HVAC Applications Handbook provides a table of minimum residential water heater tank volume and input capacity based on number of bedrooms and bathrooms.

I'll upload an image when I get enough karma. Until then, you can look at Table 8 in the Building America House Simulation Protocols.

This is based on the minimum capacity permitted by the U.S. Department of Housing and Urban Development and the Federal Housing Administration, and is probably a good rule of thumb for residential tank water heaters (heat pump water heaters may need to be sized larger or set to a higher set point for equivalent hot water delivery).
