I hit this issue trying to use OpenStudio PAT v3.9.11-rc1 with an OSM for the latest App v1.11.1.
I discovered that PAT is setting the mongo directory within the start server command like so:
--mongo-dir="C:\ParametricAnalysisTool-3.11.0\pat\mongo\bin"
However, it looks like the bin directory it's looking for is one level deeper, with a directory name for the operating system installation of mongo. Below is for my machine:
--mongo-dir="C:\ParametricAnalysisTool-3.11.0\pat\mongo\mongodb-win32-x86_64-windows-8.0.12\bin"
After making that update and executing the start server command in a terminal, workflows completed.
