Review of the availability manager code shows that the OptimumStart avail manager expects the zone to be connected to an air loop. So I suspect if you add an AirLoopHVAC object and connect that system to your zones, and this air loop could be disabled, then the OptimumStart avail manager will work. I have identified what is causing the crash and have posted an issue (and will be correcting shortly) here: https://github.com/NatLabRockies/EnergyPlus/issues/11446
