For what it is worth, In a comparison of SetpointManager:Warmest, SetpointManager:WarmestTemperatureFlow (FlowFirst) and SetpointManager:WarmestTemperatureFlow (TemperatureFirst), I have found that SetpointManager:WarmestTemperatureFlow (TemperatureFirst) gave me the desired fan power ramp down when adjusting the cooling and heating setpoints as indicated.

However, the carefully adjusted unmet hours under SetpointManager:Warmest go right out the window once switching to either of the two SetpointManager:WarmestTemperatureFlow options. This is "a" result, but I do not know that I can trust these SetpointManagers now.

In fact, while I can can adjust the maximum air flow rate and the heating capacity of VAV w/ Reheat air terminals to knock down heating unmet hours under SetpointManager:Warmest, no amount of tuning here meaningfully moves heating unmet hours under SetpointManager:WarmestTemperatureFlow.

Exception: Adjusting the minimum air flow fraction under SetpointManager:WarmestTemperatureFlow to some ungodly high number, like over 50% or more, does seem to have an effect on heating unmet hours, but that defeats the purpose of both fan power minimization and minimum air flow fraction set under AirTerminal:SingleDuct:VAVReheat, which is usually something like 30% or less.
