Hi Mo,
The release version of createRPD and RCT are not in sync on the RES schema version. Since 229p is still under-development, the schema is also updating at a regular basis. You can follow up with the RES schema development at: https://github.com/open229/ruleset-model-description-schema
The develop branch for both tools may have closer schema diff gaps. You may want to try pulling the source codes to run this workflow. However, those are unstable branch and could subject to other bugs.
