In general, all conditioned spaces are evaluated in both heating and cooling for compliance purposes. So yes, your stairwell will have a dummy cooling system added to it even though there's nothing installed in reality. I don't have this part of the ACM memorized, but it's going to be an autosized cooling system matching the Standard Design system type and ratings.
