Fan coil assembly

I am using in my HVAC model the components circulated in yellow, in the follow picture.

My question is if these element represents a water heat exchanger, responsible for exchange heat with air that will be after insufflated inside the rooms. If yes, what is the usual heat exchange configuration adopted in this solution, I mean, a counterflow or a crossflow.
