Logic to select how many fan should operate in CoolingTower:TwoSpeed

I am validating the result for condenser loop with 4 CoolingTower:TwoSpeed. Looking at the result below plotting the relationship between condenser loop cooling demand rate[kW] and Number of fans operating in condenser loop, I cannot find any condition that 3,5,7 fans are being operated. I expected the operation annotated by red. Does anyone know the logic to select how many fan should operate in CoolingTower:TwoSpeed and how that logic affect to the result shown below?

@TomB Thank you for your reply. What I wanted to ask is what is the control logic for CoolingTower:TwoSpeed . Let's say, I expected that there is some phase totally three fan is oeprated (1Cooling tower with two fan operating and 1Cooling tower with one fan operating). However, that phase doesn't happen. I wonder why second cooling tower operate with one fan operating. Do you have any idea?
