No -- you cannot use EMS to specify solar radiation flux for a surface because that actuator does not exist. The closest you can get is either customizing the EPW weather file that you are using, or using EMS to update the Surface Property Solar Absorptance actuator. As this post mentions, you can also use EMS to update the environment diffuse and direct solar gains, but that is not specific to a surface.
