It sounds like you are trying to use EP-Launch which comes with EnergyPlus. Sometimes the library files like MSINET.OCX do not get installed properly. One strategy that I know others have used is to install a much older version of EnergyPlus that used a different installer. Look at the page:
https://energyplus.net/downloads
and try installing an old version and see if that fixes the problem.
