Those ASHRAE 55 hours are not usually considered "Unmet." As comfort values they include zone radiant temperatures and it is (usually) just the zone air temperature that needs to be "met."

To reduce the number of ASHRAE 55 hours you can tighten up the thermostat ranges so that the air temperature is controlled more closely, for example heat to 22.5C instead of 21.0C. This will pull more of the surface temperatures to be within a comfortable range. Better windows and insulation can help as well but that changes the baseline.
