If none of the available operating schemes are controlling the way you want, then yes, EMS will be useful.

Unfortunately the version 8.5 release mistakenly omitted the EMS input in the new example file called LrgOff_GridStorageEMSSmoothing. This has been corrected for the next release and can be accessed here, https://github.com/NREL/EnergyPlus/blob/develop/testfiles/LrgOff_GridStorageEMSSmoothing.idf.

Three load centers might make the most sense -- rirst the PV, second the cogen, and third the storage.

Usually the batteries stop charging and discharging because they are full or empty. So check the state of charge against your expectations and see if some limits are exceeded.
