Adding HVAC Measures

I am going to analyze energy savings for several DOE reference buildings in various climate zones. I have a feeling that the same HVAC type (e.g. heat pump or chilled water system) would be sized differently for each climate zone based on humidity and temperature. If I am making measures for each building type in different climate zones, would I need a separate measure for each climate zone? If not, how would the sizing be taken care of?
