In Transparent Insulation Material (TIM) module in EnergyPlus at which surface is the Long Wave heat exchange calculated?

How does the "SurfaceControl:MovableInsulation" module calculate the LongWaveRadiation for TIM? In fact at which interface is used? is it the opaque wall-TIM interface, or TIM-air interface?
