EnergyPlus TwoStagewithHumiditycontrol DX coil reheat energy

When I use this "TwoStage..." DX coil for simulating hot gas reheat control, I just noticed (by making some separate calculations) that the hot gas reheat energy is LESS than the full cooling energy. Reheat energy varies between ~55% and 90% of the cooling coil energy - and additional heating energy for temperature control is provided by the fossil fuel heating coil.

I want the hot gas coil to do what a real hot gas coil does - in this case, to provide ALL available heating energy as needed for temperature control. I have not been able to find information explaining why only a portion of the available reheat energy is applied to the air for reheating...
