Transpired Solar Collector Bypass Control

I'm modeling a SolarWall using the SolarCollector:UnglazedTranspired object in EnergyPlus 9.1

Unfortunately I'm getting a cooling energy penalty at times because the solar collector is overheating the supply air. In reading the I/O reference, it appears the solar collector bypass damper can only be modeled as completely open or completely closed for each timestep.

Looking closely at the results, it appears there are certain hours where a small(er) amount of preheating is desired, so I'm assuming the solar collector bypass gets a 'fully closed' signal and the solar collector overheats the supply air for that timestep and causes additional cooling energy in the model.

I've messed around with a few of the control options (free heating setpoint, OA controller, etc.) and I'm fairly certain the overheating is resulting from the operation described above, but I'm open to other suggestions as well.

Is there any way to control the bypass damper with the EMS manager?
