Create DOE Prototype Building measure fails in OpenStudio 2.4.0

Steps to reproduce error.
1) Open OpenStudio 2.4
2) Save a blank osm file to run a measure on.
3) Here is a screenshot of the measure properties.

The measure ran fine in OpenStudio 2.3
