OS 1.14 - Apply Measure Now - Error: Process Failed To Start

I am working on an energy model where I am running a tested and correctly working OS measure that I have used a lot in the past and I am getting the following error message without any information to try to debug the issue: image description

Has anyone had this issue before? Any ideas on fixes?
