Heating and cooling sizing factor in energyplus

As I understood, heating and cooling sizing factor are applied to all kind of simulation using the AHRAE standard values of 1.25 and 1.15, respectively. But when we try to design energy-efficient buildings, we should avoid oversizing of equipment?
