How do you model a heating only radiant system?

Is there any way to model a radiant system for heating only. The cooling control temperature schedule seems to be a required input. @MatthewSteen has suggested creating an "Always Off" schedule, but I'm not quite sure how to do this, and where this schedule should be set.
