Central Cooling Design Supply Air Temperature in Sizing:System

Central Cooling Design Supply Air Temperature in Sizing:System is the design supply air temperature for cooling at the supply air fan outlet in degrees Celsius, isn't it?

Input/Output Reference says it should be the temperature of the air exiting the central cooling coil, but I think the description hasn't been updated for a long time. EnergyPlus takes fan heat into account since V9-0-1. The central cooling coil outlet air temperature is autosized slightly lower than Central Cooling Design Supply Air Temperature in consideration of fan heat.
