Conditioned Parking Garage

I'm looking for the clarification on space type of a heated underground parking garage area. In the space type definitions in 90.1 the code says "Crawlspaces, attics, and parking garages with natural or mechanical ventilation are not considered enclosed spaces." However, this clarification is specifically listed under the "unconditioned space" label. If a garage has a heating system that allows it to qualify as conditioned or semi heated space based on btu/h-f^2 would it be considered an enclosed space? Or are all garage spaces not considered enclosed spaces weather they are conditioned or not?
