Modelling core and shell zones under tenant for LEED

Hi All,

This may be a general query on LEED but I am wondering how do we model the tenant spaces for both proposed and baseline model in designbuilder. We are adopting PRM under ASHRAE 90.1 2010. Do I need to keep all the parameters including activity, HVAC and lighting systems same for both proposed and baseline model, given that I don't have any information on the type of systems selected. I also don't have any tenant lease agreement on my side.
