Comstock vs ASHRAE 90.1 Templates

What is the major differences in the the Comstock templates vs ASHRAE 90.1 templates in the OpenStudio standards gem (ex. ComStock 90.1-2013 vs 90.1-2013).

Are the ComStock template types adjusted to better represent existing buildings in the code year, while the ASHRAE 90.1 templates are specific to energy codes of that year?
