Can't help with NFRC/LBNL's Window protocols per se, but to clarify: you're after laminated glass? There are recently updated procedures when it comes to "laminates". You may have better luck with the LBNL Window Google Group. Hope this helps.

I suggest you edit the title of your question to emphasize that you're after a laminated PCM layer. It might also be helpful for readers to get a better sense of the objective, if beyond the standard conditions (steady-state) visible/thermal fenestration outputs (e.g. for code compliance). If instead the aim is to e.g. generate E+ inputs, experienced users might adapt their answers accordingly.
