EnergyPlus Surface Temperature - radiant or kinetic temperature?

Hi, I'm trying to compare surface temperatures measured using an IR sensor with energyplus simulations but I'm confused whether the simulated output is the actual surface temperature (kinetic) or the radiant surface temp? I.e is emissivity considered in the final values? I know in many building materials emissivity is quite high and doesn't make a huge difference between the two, but I would like to simulate materials with low emissivity values.

Outputs in energyplus are real/actual temperatures. The calculations for radiant transfer considers emissivity of surfaces, but the temperatures is output as the real temperature.
