Identifying actuators to implement a research paper.

I'm trying to implement a research paper where they used Deep Reinforcement Learning to control the Setpoint of Chilled Water Temperature [6-9°C] and the Setpoint of Cooling Water Temperature [29-31°C].

I'm trying to implement this on an IDF file and having trouble identifying the right actuator to control. I've cut the list of actuators from .edd file to the following. Which do I have to use from them to control those two values?
