Control the flow rate into the radiators

Hi, I have a use case where I want to simulate the effect of pumping heat until the radiator is at full capacity and to turn off the flow until the radiator has reached certain temperature or after a fixed amount of time.

For this, I think I will need to control the flow rate of all the radiators of my dummy building, however I can't seem to find a suitable way to do this. I have tried with OpenStudio, modifying the .idf file and simulating with EnergyPlus. And also have some experience using the python API.

What would be the best approach to simulate this case scenario?`

My building is a dummy building composed of 7 rooms, all with hot water baseboards attached to a district heating source image description

I want to control the flow rate of each baseboard ignoring the built-in control (or changing it myself)
