How to meet criteria for unmet hours? How can I reduce the Baseline System capacity?

Since the interpretation ASHRAE90.1 AppG says that "The unmet hours for the proposed building shall not exceed the unmet hours for the baseline model by more than 50 hours. If the unmet hours of the proposed building does exceed that of the baseline building by more than 50, incrementally decreasing the simulated capacities of the baseline building will result in an increase in the unmet hours of the baseline building".

What is the correct way through which we can reduce the baseline system capacity? Can we use the sizing factor smaller than 1 like 0.78 to reduce the baseline capacity? While tool I am using for modeling is EnergyPlus.

@raheel is this an ASHRAE 90.1 Appendix G baseline, or another standard?

Yes the standard is ASHRAE 90.1 AppG and I am using EnergyPlus for the modeling.
