Simulation results when using EMS delay one timestep

My model is a chiller plant. I use EMS to control the following behavior

1. Chiller status On/Off
2. Cooling tower status On/Off
3. Pump flow rate
4. Setpoint temperature

I compare the simulation results with the actual data that I input into the simulation, but the simulation results were delayed one timestep (shift to right). I've tried AfterPredictorBeforeHVACManagers and InsideHVACSystemIterationLoop but both get the same results. Is there anything to config to make the results not delayed when using EMS?
