How do I turn on/off heating & cooling at specific temperature? [closed]

I am dealing with "ThermostatSetpoint:DualSetpoint" , and want to make the "heating" turn on when temperature gets cold to 15C UNITL 21C -- vice versa -- turn on cooling when it gets hot to 28C DOWN TO 21C

but...it seems like its not working :(

Likely a duplicate: Search for "hysteresis". Something very similar has been asked (and answered) here and here, (and here )
