ASHRAE 90.1-2013 Appendix G baseline heating fuel

In ASHRAE 90.1-2013 Table G3.1.1-4, there is a footnote that reads "Where the proposed design heating source is electric or other, the heating type shall be electric resistance." Does this clause apply to ANY baseline systems (Types 1-13), or ONLY baseline systems of Type 11 (SZ-VAV)? And can someone point to an official interpretation or user guide that indicates as such? image description

I believe the Note 2 only applies to System 11 (SZ-VAV).

While not from 2013, I would use ASHRAE90.1-2016 and 2019 as a basis. Table G3.1.1-4 of 2016 and 2019 is quite simulaer to 2013, but for greater clarity, Notes are alphabetized a and b, and we know which Note supplement which part of the Table.
