Difference between Cycling PTAC and PTAC

I need notes (from NREL or any other authentic source) on the difference between CYCLING PTAC DX COOLING ELEC HTG and PTAC DX COOLING ELEC HTG.

The cycling PTAC units in OpenStudio's HVAC library are configured with FanOnOff and will cycle the fan on and off with the coils. The non cycling PTAC units are configured with FanConstantVolume and will run the fan according the PTAC availability schedule even if the coils are inactive.
