There is a DOE2.1A engineers manual at the doe2.com website. Click on DOE-2EngineersManualVersion2.1A.pdf to download (link fixed by Joe Huang) .
Looks like the PDF available from the DOE2 site is in fact searchable.
A friend of mine in China (Dr. ZHOU Hui at the China Academy of Building Research) used OCR and converted all the 2.1E documentation to searchable PDF about 9 years ago. These are available at the White Box Technologies Web site here .
Some notes and cautions on the DOE-2 documentation:
The 2.1A Engineers Manual is, IMHO, very good but unfortunately has never been updated since it was written in 1982. None of the fundamental stuff has changed, but don't expect to find anything that was added after 1982. What I like about the Engineers Manual is the one-to-one correspondence with what's actually in the code - same variable names, same equations, etc.
The 2.1A Reference Manuals suffer from the same problem of being out of date, although the 2.1E Supplement does a good job of updating them to 2.1E (1993).
The 2.1E BDL Summary is very handy in listing all the input keywords with their defaults and max/min ranges.

@MattSteen. Are you looking for DOE-2.1E or DOE-2.2 (and onwards)?
Although there have been multiple versions of the Reference Manual, i.e., Users Manual, there has only been one Engineering Manual done for DOE-2.1A.
