OpenStudio Application: Turning on/off heating and cooling in specific time periods

I am using DOE Measures to add HVAC Systems. However, I have to modify the heating and cooling schedules. In the building I'm working on heating is turned on from 01/01-03/31, 09/01-12/31, and turned off from 04/01-08/31. And cooling is the opposite where turned off from 01/01-03/31, 09/01-12/31 and turned on from 04/01-08/31.

Right now I set up the temperature schedule for heating using two priority dates (01/01-03/31 and 09/01-12/31) and the default value below the summer design day temperature. The cooling temperature schedule uses one priority date (04/01-08/31) and the default value above the winter design day temperature. However, the model still turns on cooling during winter and heating during summer. These values are really small but I would like them to be completely shut off. How do I do this?

What are your Plant HVAC and Zone HVAC types?

As I mentioned I added them using DOE Measures. It is a VAV air-cooled chiller with a gas boiler setup

Try to turn off the systems that supply the heating/cooling. For eg loops can have an AvailabilityManager:Scheduled.

For ZoneHVAC objects, there is often an "Availability Schedule" which serves the same purpose.
