Is with EnergyPlus could model a building with electric baseboard ???

Yes EnergyPlus can model an electric baseboard. Use the object "ZoneHVAC:Baseboard:RadiantConvective:Electric".

Yes, EnergyPlus can model electric baseboards. See this section of the documentation:

ZoneHVAC:Baseboard:Convective:Electric
