How to model a coolingpanel without chiller?

I want to do a passive cooling system in slab using underground water, in the E+ ZoneHVAC:CoolingPanel:RadiantConvective:Water, it seems a fixed water temperature should be given. Is there any method to coupling this field to the underground water temperature profile?

Haven't tried it myself but you could make a plant loop with the PlantComponent:TemperatureSource on the suply side

excuse me, and how to model the plant?

This is quite a general question. I would suggest looking at the examples that come with energyplus installation to see how plant loops are formed. In the same manner you'll have to create your PlantLoop but insted of a chiller you would insert the object described in the answer
